Lompoc, California — Santa Barbara County Animal Services says a tan, pug-like dog is allegedly picked up by the neck and swung against a pickup truck, according to video shared with investigators on February 17. The dog is still not located, and officials are urgently working to find both the animal and the man seen in the footage. A $3,500 reward is now being offered for information leading to his identification.
